About this opportunity

The City of Madison, Georgia is requesting qualifications and proposals for engineering services supporting water and sewerage system infrastructure improvements, with statements of qualifications due July 2, 2026 at 5:00 p.m. EST. The procurement anticipates funding through the Georgia Environmental Finance Authority (GEFA), Economic Development Administration (EDA), USDA Rural Development, and other agencies subject to 2 CFR 200 procurement requirements — a signal that federal compliance obligations apply to the selected firm.

The scope encompasses planning, preliminary engineering, permitting, funding assistance, surveying, mapping, design, and construction administration for public water and sewerage systems. The selected firm must hold Georgia engineering licensure and demonstrate experience with GEFA, EDA, CDBG, USDA, OneGeorgia, and REBA projects. Proof of Errors and Omissions Insurance is required.

The contract term is five years. The Selection Committee will employ a qualifications-based selection process with four equally weighted criteria: stability of the firm (10 percent), relevant project experience and qualifications (30 percent), past performance and references (30 percent), and apparent suitability to provide services including fit to project type, current workload, office proximity, local government experience, and W/MBE inclusion policies (30 percent). Finalist firms will be selected for interviews at a date to be determined, followed by contract negotiations with the highest-ranked firm.

Questions are due June 18, 2026 at 5:00 p.m. EST. The City reserves the right to accept or reject any proposals. All proposal costs are the sole responsibility of the responding firm. This procurement is not a request for retainer services; immediate plans focus on evaluation of current facilities and planning improvements that may lead to additional work during the contract term.
