About this opportunity

St. Mary's County Public Schools is issuing a Request for Qualifications and Invitation to Prequalify to Bid for the Greenview Knolls Elementary School VRF System Replacement under SMCPS-2027-05-DSS-DC, with prequalification applications due November 19, 2026 at 2:00 p.m. Only prequalified general contractors may submit construction bids under this multistep sealed bidding process conducted under COMAR Title 14, Subtitle 39.03.08. The MBE participation goal is currently 0% (zero percent), which state agencies are reviewing and which may be modified before final bidding.

The project replaces the existing VRF heating and cooling system at 45711 Military Lane, Great Mills, Maryland 20634. Work includes rooftop VRF heat pumps, refrigerant lines, thermostats, and indoor evaporator units with current A2L-type VRF-compatible systems, along with electrical connections and upgrades. All existing refrigerant must be collected and removed under EPA requirements. Contractors must have completed at least three VRF system replacements since 2016, each with a final contract value of $1.5 million or more, with at least two as prime contractor and at least one at an occupied K-12 school building. The project executive, project manager, and superintendent must have at least ten, five, and five years of comparable HVAC experience, respectively. Contractors must submit surety letters confirming bonding capacity for a bid bond equal to 5% of the $1.5 million estimated construction cost, plus performance and labor and material payment bonds of $1.5 million each. Contractors must be licensed in Maryland and in good standing with the Comptroller of Maryland.

The project is locally funded, so Maryland Prevailing Wage and Davis-Bacon Wage scales do not apply. Construction is anticipated to begin in June 2027 after the school year and reach substantial completion by August 2027. Work cannot occur in occupied areas, though evenings and weekends may be made available. Applications go to Ms. Vivian Johnston, Contract & Fiscal Specialist, Department of Design and Construction, 27190 Point Lookout Road, Loveville, Maryland 20656.
