Qualified respondents must be technically licensed to provide design and inspection services for local, state, and federally funded projects, with expertise in engineering services and programs. The city maintains sole discretion in evaluating and selecting a consultant, with the potential to reject any or all proposals. While no specific contract value or budget range is mentioned, the project is linked to a Community Development Block Grant, suggesting potential funding availability.
