About this opportunity

Troup County School System in Georgia is requesting proposals for Construction Management at Risk services for the construction of a new elementary school to replace West Point Elementary, with proposals due October 29, 2026 and mandatory attendance at a pre-proposal conference on October 13, 2026. Firms that do not attend the conference will not have their proposals accepted.

The scope encompasses four phased construction phases: Phase 1 (new gymnasium and band/chorus suite, approximately 17,600 square feet); Phase 2 (demolition of existing gymnasium and locker room, approximately 14,500 square feet); Phase 3 (two-story education facility, approximately 84,800 square feet); and Phase 4 (demolition of remainder of existing school and construction of parking lot and drives, approximately 57,500 square feet). The CM will provide estimating, value engineering, bid package arrangement, trade contract bidding and award, construction management through occupancy, and one-year warranty implementation and inspection during pre-construction, construction, and post-construction phases. The project site is located at 1701 East 12th Street in West Point, Georgia.

The total project construction budget is $40 million with construction anticipated to commence in July 2027 and be completed by June 2029. The CM's proposed fee must be submitted as a percentage for both "Overhead and Profit" and "General Conditions." A Guaranteed Maximum Price will be established incorporating a seven percent contingency fund with any remaining allowance and contingency balances returned to the Owner upon project completion.

Evaluation criteria with stated weighting are: firm history (5%), relevant experience (20%), project team (10%), financial information (5%), project approach (20%), safety program (10%), references (5%), and total project fee (25%). The CM must obtain at least three bids for each work category and provide 100 percent Performance and Payment Bonds, comprehensive general liability insurance ($1 million per occurrence), auto liability coverage, umbrella excess liability insurance ($1 million), workers compensation, and environmental/pollution liability insurance ($1 million per occurrence). Board of Education approval is anticipated for November 12, 2026. A modified AIA A133 contract will be executed with the selected CM.
