About this opportunity

The Washington State Housing Finance Commission is issuing a Request for Proposals to procure consulting services for conducting utility allowance analysis on Low Income Housing Tax Credit (LIHTC) properties throughout Washington State. The Commission seeks qualified firms to evaluate alternate utility allowance methods for multifamily rental housing using the Energy Consumption model, HUD Utility Schedule model, and Actual Building Usage model for electric, natural gas, water, and sewer utilities. Key deliverables include analysis of methodology, inputs, calculations, assumptions, utility rates and fees, and preparation of summary reports and approval or denial letters within two weeks of each request. Minimum qualifications require Washington State business licensure or a commitment to obtain licensure within 30 days of selection, at least five years of experience with utility and building performance analysis, and demonstrated expertise in multifamily building utility analysis. A live Q&A session via Zoom will be held on Thursday, May 21, 2026, from 1:00 PM to 2:00 PM Pacific Time, with Zoom link requests due by Monday, May 18, 2026. Proposals must be submitted electronically to Melissa Donahue at melissa.donahue@wshfc.org no later than Friday, May 29, 2026, at 5:00 PM Pacific Time. The Commission anticipates selecting the contractor by June 15, 2026, and executing a contract by June 30, 2026, with work commencing July 1, 2026.

The Commission offers preference to contractors regularly working with public agencies and affordable rental property owners in the Pacific Northwestern United States or headquartered in the region. No set-aside designations for disadvantaged enterprises are noted in the procurement documents. The Master Agreement will have an initial term of two years with options to renew for up to two additional one-year periods at the Commission's sole discretion. The annual budget cannot exceed $15,000 for the contract period of July 1 through June 30, with the bid amount required to include all costs associated with the scope of work. The selected contractor must maintain Commercial General Liability Insurance with limits of not less than $1,000,000 per occurrence and Workers' Compensation coverage as required by Washington State law. All deliverables produced under the contract shall be owned by the Commission as works made for hire.
