About this opportunity
The City of Stockbridge, Georgia, has issued Request for Proposal (RFP) No. 2025-0006 for an Annual On-Call Water and Sewer Emergency, Operational Repair, Maintenance, and Construction contract. The procurement seeks a qualified utility contractor to provide comprehensive infrastructure services for water, sewer, and storm water systems on an as-needed basis. Required services include installation and repair of gravity sewers, water mains, service lines, manholes, valves, hydrants, storm drain pipes, and associated roadway and surface restoration. The initial contract period includes options for four additional twelve-month renewals, with proposals evaluated using a scoring system that allocates 35 points to pricing, with the lowest overall annual contract cost receiving maximum points. An optional pre-bid conference is scheduled for May 13, 2025, at 1:30 p.m. EST, and proposal submissions are due on June 5, 2025, at 3:00 p.m. EST through the Bonfire online procurement portal. The contractor will be compensated based on unit prices and proposals for individual tasks, with the City open to considering professional recommendations from the selected vendor.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The solicitation includes a comprehensive 132-line item cost proposal covering various infrastructure services with detailed unit pricing for tasks ranging from pipe installations to emergency equipment and labor rates. Contract mobilization fees are structured with tiered pricing: $500 for projects under $25,000, $1,000 for projects between $25,000-$75,000, and $500 for projects over $75,000. While specific budget ranges are not directly stated, the extensive pricing schedule suggests a potentially significant contract value for utility infrastructure maintenance and repair services. The City reserves the right to negotiate pricing after the initial evaluation process, indicating flexibility in the procurement approach. Prospective bidders are expected to demonstrate technical capability, pricing competitiveness, and professional expertise in utility construction and maintenance services.
