About this opportunity

The Broome County Land Bank Corporation is soliciting proposals for the purchase and development of 181 Hawley Street, Binghamton, New York, a vacant two-family residence, with proposals due August 31, 2026 and questions due August 17, 2026. The developer must reside in or relocate to Broome County or engage a responsible property manager located in Broome County — a geographic-tie requirement that filters eligible respondents.

The property, a 1920-constructed residence of approximately 3,581 square feet, requires significant restoration due to outdated systems and deferred maintenance. Asbestos abatement was completed in June 2025; lead and radon testing have been performed. Environmental work specifications will be provided by the Land Bank. Proposals must demonstrate residential use, include a feasible development plan executable within less than twelve months from the date of sale, and prove adequate financial capacity and renovation experience. Site access for inspections is available by appointment beginning July 16, 2026.

The BCLBC suggests a minimum purchase price of $10,000 to $15,000, though the Board may select a proposal that does not offer the highest price consistent with the Land Bank's mission. Development incentives include three options: a cost-match grant of up to $100,000 for one affordable unit or $150,000 for both units rented to tenants earning no more than 80% of HUD Area Median Income for ten years; the Vacant Rental Program with standard awards up to $50,000 or enhanced awards up to $75,000 per unit; or a combined subsidy reaching up to $300,000 under restrictions following VRP program requirements.

The Board of Directors will select the preferred purchaser/developer by October 20, 2026, based on development approach (40 points), relevant project experience (40 points), and offered purchase price (20 points). Deed restrictions may include requirements for written Land Bank consent for property transfer within ten years and reverter clauses if a certificate of occupancy is not obtained within the agreed-upon timeline. Proposals become subject to approval by City of Binghamton boards. The prior awardee on an identical or substantially similar contract within five years is VISION BUILD HOLDINGS BINGHAMTON LLC.
