About this opportunity
The County of Los Angeles Department of Public Health has issued a Request for Proposals to procure Non-Medical Case Management Benefits Specialty Services from qualified vendors. The primary objective of this procurement is to address gaps in patient access to public benefits and programs funded through sources other than the Ryan White Program. The Benefits Specialty Services are client-centered activities designed to assist individuals in navigating care service systems both within and outside the RWP-funded network, while providing comprehensive education about public and private benefits and entitlement programs. Benefits Specialists delivering these services will be responsible for ensuring that clients receive all benefits and entitlements for which they are eligible, serving as advocates throughout the application and enrollment processes. The RFP was posted on February 25, 2026, with a proposal due date of March 26, 2026. Interested vendors must complete and submit the required budget sheet appendix as part of their proposal package, demonstrating their understanding of service delivery costs and resource allocation necessary to provide comprehensive benefits specialty services. The evaluation process will assess vendors' ability to deliver client-centered case management support that bridges access barriers to benefits and services.
The RFP documents provided do not specify set-aside designations, restrictions on organization types, disadvantaged enterprise preferences, or incumbent contractor information. Similarly, the available materials do not include detailed information regarding budget allocation amounts, specific funding streams beyond the exclusion of Ryan White Program funding, possible award values, or contract term and renewal options. Vendors should review the complete RFP documentation and all associated attachments for comprehensive details regarding financial parameters, evaluation criteria, contract performance periods, and any organizational eligibility requirements or preferences that may apply to this procurement opportunity.
