About this opportunity

The Connecticut Department of Transportation (CTDOT) Office of Rail is issuing a Request for Proposals (RFP) to solicit experienced and qualified railroad entities to operate and maintain three specific CTDOT-owned rail lines: the Armory Branch, Griffins Industrial Track, and Middletown Cluster. Proposers may submit proposals for one, two, or all three rail lines, with CTDOT seeking operators who demonstrate strong operational, financial, and experiential capabilities in rail management. Mandatory in-person site visits are scheduled for July 16 (Armory Branch), July 17 (Griffins Industrial Track), and July 18, 2024, all at 10:30 AM ET, with required registration by July 12, 2024. Questions from potential proposers are due by July 22, 2024, with CTDOT's answers to be posted by August 9, 2024. The proposal submission deadline is September 6, 2024, at 4:00 PM ET, followed by interviews with selected proposers during the week of September 30, 2024, and award notifications anticipated for the week of October 7, 2024.

The RFP does not specify any set-aside designations or restrictions on organizational types that can respond to the solicitation. No incumbent vendors or current contractors are mentioned in the documentation, and there are no details provided about existing infrastructure integration requirements. The total estimated contract value remains unspecified, and no budget ranges are outlined in the solicitation documents. Proposers must submit one original and nine printed copies via courier service, along with an electronic PDF copy via email. The selected operator(s) will be required to file with the Surface Transportation Board upon execution of the agreement and commence operations only after receiving STB approval. The comprehensive RFP package includes extensive supplemental documentation such as area overviews, valuation maps, bridge and crossing inventories, condition assessments, and customer assessments for each rail line.
