About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet, Office of Highway Safety, issued a Request for Proposals on July 16, 2025, seeking sponsorship contributions to support the Kentucky Safe Teen Driving Challenge 2.0, an app-based safe driving competition targeting Kentucky teens aged 15-19. The procurement seeks financial contributions from qualified organizations and individuals to fund cash prizes for student and high school winners in this mobile application-powered initiative that tracks driving behaviors including speeding, phone distraction, hard braking, sharp turning, and rapid acceleration through technology provided by Cambridge Mobile Telematics. Participating schools must enroll at least 10 eligible students, and individual participants must complete a minimum of 100 miles across at least 30 driving trips to qualify. The Spring 2025 contest demonstrated program success with over 1,200 teen drivers initially registering and approximately 800 actively participating, with nearly 500 achieving safe driving scores of 80% or higher. Evaluation criteria are pass/fail based on mandatory submission requirements including organization name and contact information, organization type, sponsorship level selection, and a statement of interest describing the organization's connection to highway safety or teen driver safety. Written questions were due by 4:00 PM EST on July 23, 2025, with the Commonwealth anticipated to respond on July 25, 2025, and proposals due by 2:00 PM EST on August 1, 2025. All proposals must remain valid for a minimum of six months after the due date.
Sponsorship is available at four contribution levels of $500, $1,000, $2,500, and $5,000, with all funds directed toward student and school prizes to be awarded in December 2025. The RFP does not specify set-aside designations or restrictions on organization types eligible to respond; however, the Commonwealth reserves the right to reject respondents whose branding or mission conflicts with agency goals. All bidders must be registered in the Commonwealth eProcurement System prior to submission, with registration requiring 24-48 hours to complete. Proposals must be submitted electronically through Kentucky's Vendor Self Service System at https://vss.ky.gov in two parts—a technical proposal and proprietary information—each as a single document in Microsoft Word, Excel, or PDF format. Sponsor benefits include logo display on the official contest landing page, recognition on Highway Safety social media accounts, partnership recognition in press releases, and participation in a statewide youth safety initiative. The Commonwealth reserves the right to reject any or all proposals submitted in response to this solicitation.
