About this opportunity
Northumberland County, Virginia has issued a Request for Proposals (RFP) for a general reassessment of real estate values to be effective in calendar year 2026. The selected contractor will be responsible for conducting thorough market studies, visiting each property, appraising tax-exempt properties, maintaining public relations, and providing competent witnesses for any assessment appeals over a three-year period. The work must begin no later than July 1, 2024 and be completed, including any and all review and public hearings, no later than December 31, 2025. Proposals must be based on a per parcel cost, and the County reserves the right to require a performance bond. Invoices must be submitted monthly with a 10% retainage held as a performance guarantee, payable upon completion of the project. Quarterly reports on the percentage of parcels appraised versus the percentage of the bid amount billed must also be provided.
The RFP requires firms to provide evidence of financial stability, relevant client lists, and resumes of key staff. The County reserves the right to reject any or all bids based on non-compliance with the RFP requirements, a decision to postpone the project, or findings from the information requested. There are no set-aside designations or restrictions on the types of organizations that can respond, and the RFP does not provide any information on incumbent vendors or current contractors, or the budget range for the project.
