About this opportunity
YWCA Greater Harrisburg is requesting proposals for SafeConnect (SCAN), a secure technology platform for coordinated victim services in Dauphin and Perry Counties, Pennsylvania, with proposals due November 16, 2026 at 4:00 p.m. Eastern Time and questions due October 30, 2026. Addendum No. 1, issued October 19, 2026, establishes mandatory U.S.-based contractor and work-performance requirements: the prime contractor must be legally formed under U.S. law with established business operations in the United States (Pennsylvania office not required); all development, testing, implementation, maintenance, and technical support must be performed by personnel physically located within the United States with offshore performance prohibited; and all SafeConnect environments, data, backups, and logs must be hosted and stored within the United States with access from outside the U.S. prohibited. Offerors must acknowledge this addendum and provide written confirmation of compliance.
Preference will be given to vendors with demonstrated experience developing secure platforms for human services, victim services, healthcare, nonprofit, or government environments where confidentiality, accessibility, data security, and ease of use are critical. The platform must enable victims, survivors, YWCA staff, and community partners to access services through mobile devices and computers, with core capabilities including secure two-way communication, virtual service delivery, appointment scheduling, case management, referral coordination with consent management, data collection and reporting, language translation, and accessibility features.
Approximately $600,000 is available as a planning allocation for technology development, implementation, licensing, hosting, support, and related services. The project spans 36 months from October 1, 2026 through September 30, 2029, with a pilot targeted for July 2027 and anticipated contract execution in late December 2026 to early January 2027, subject to required approvals. Vendors must itemize initial, recurring, optional, and post-project costs with pricing structured by grant year.
Evaluation criteria weight survivor safety, confidentiality, security and accessibility at 25 points; functional and technical solution at 25 points; implementation method, milestones, testing, training and support at 20 points; relevant experience, team capacity and references at 15 points; and price and documented life-cycle value at 15 points. The YWCA will conduct reference checks and require presentations from the three highest-scoring proposals before final selection. Award, schedule, and scope are contingent on funding, applicable conditions, negotiations, and required YWCA and Department of Justice approvals.
