Required services encompass routine maintenance, system diagnostics, repairs, removal, relocation, solar-enabling upgrades, system failure analysis, and potential inverter and battery storage additions. Proposals must be submitted electronically through the Euna Procurement Portal by October 30, 2025, at 2:00 p.m. PDT, with the evaluation process to be completed by November 6, 2025. The evaluation criteria will assess proposers based on qualifications (35 points), references from governmental or commercial clients (40 points), pricing and response times (15 points), and Oregon Certification Office for Business Inclusion and Diversity (COBID) certification status (18 points).

The City is committed to promoting equity in its contracting process and strongly encourages participation from minority-owned, women-owned, veteran-owned, and emerging small businesses. Proposers must be legally registered in Oregon, have a minimum of ten years of business experience, be currently registered with the Oregon Construction Contractors Board, and not appear on the Bureau of Labor and Industries' prevailing wage violation list. The contract will have a six-year term, expiring on November 30, 2031, with a total compensation not exceeding $200,000 and pricing locked for the initial three years. Contractors will be subject to Oregon prevailing wage requirements and must maintain a $30,000 public works bond. Services for troubleshooting and minor repairs under $10,000 do not require a task order, while projects exceeding this threshold or non-urgent work will require negotiated task orders between the City and the selected contractor. The City reserves the right to reject any proposals, negotiate with proposers, and select one or more contractors for the project.
