About this opportunity

The Northeast Maryland Waste Disposal Authority is requesting proposals for mattress and box spring collection and recycling services serving eight member jurisdictions (Baltimore City and Anne Arundel, Baltimore, Carroll, Frederick, Harford, Howard, and Montgomery Counties), with proposals due November 30, 2026 and the Master Service Agreement commencing July 1, 2027.

The scope encompasses collection containers and equipment, acceptance, loading/unloading, transportation, processing, marketing, recycling or reuse, residual disposal, and incidental costs across one or more Member Jurisdictions. Proposers must demonstrate at least three years of management experience developing and operating mattress and box spring recycling systems and maintain access to a primary recycling facility with capacity to handle all projected material over the agreement term. The contractor assumes responsibility for all contaminated or non-acceptable material management costs, including items containing bed bugs, biological contamination, water saturation, or structural damage.

Pricing must be submitted on a per-pound basis for acceptable materials from residential vehicles, commercial vehicles, and curbside residential pickups, with alternative pricing options including per-unit, per-container swap, and per-truck/trailer arrangements at various capacity levels. Beginning July 1, 2028, service fees adjust annually by the Consumer Price Index for either the Baltimore-Columbia-Towson or Washington-Arlington-Alexandria metropolitan areas, capped at three percent per year. Payment occurs monthly with a 45-day allowance following acceptable invoice submission.

The Agreement runs July 1, 2027 through June 30, 2032; however, individual Member Jurisdictions may have different operations start dates. Proposers must provide evidence of financial qualifications, obtain required insurance, and submit a performance bond, letter of credit, or cashier's check. The Authority reserves the right to conduct site visits at designated collection sites and proposers' recycling facilities before finalizing evaluations. Award will be made to one or more proposers deemed to represent the best value. Written questions are due October 30, 2026 at 4:00 p.m. local time to procurement@nmwda.org.
