About this opportunity

The Harrisburg Housing Authority is issuing a Request for Proposals for an Indefinite Quantity Contract #2025-05 for Labor and Employment Legal Services. This procurement seeks a qualified legal firm to provide comprehensive employment and labor law support to the HHA, which manages approximately 1,640 low-income public housing units and 1,300 Housing Choice Voucher Program units across multiple properties in Harrisburg, Pennsylvania. The selected firm will be responsible for counseling, investigating, and litigating claims related to discrimination, employment contracts, workplace issues, and compliance with various federal and state employment regulations, including Pennsylvania public employment and housing laws. Required qualifications include admission to practice in Pennsylvania's highest courts, a minimum of two members admitted to the U.S. Supreme Court, maintenance of an AV rating in Martindale Hubble, and demonstrated expertise in federal and state employment law compliance. The contract will run for three years with two potential one-year renewal periods. Evaluation will be conducted on a Best Value basis using the following criteria: technical competence (30 points), narrative response (25 points), proposed contract price (25 points), involvement of minority-owned businesses (15 points), and community service (5 points), for a total of 100 points. Proposals must be submitted electronically through the Bonfire E-Procurement website no later than 12:00 noon on Friday, September 26, 2025. Questions and requests for information must be submitted in writing through the E-Procurement website no later than 12:00 noon on Tuesday, September 16, 2025. RFP documents became available electronically on Wednesday, August 27, 2025, at www.harrisburghousing.org.

The HHA reserves the right to reject any or all proposals and waive any informalities. Vendors must register with the Bonfire E-Procurement website to submit proposals and must complete multiple federal HUD forms, including HUD Form 5369-A (Representations, Certifications and Other Statements of Bidders), HUD Form 50071 (Certification of Payments to Influence Federal Transactions), Standard Form LLL (Disclosure of Lobbying Activities), and the HHA Vendor Information Form. The contract is subject to HUD regulations, specifically Section 3 of the Housing and Urban Development Act of 1968, which emphasizes directing employment and economic opportunities to low and very low-income persons, and the evaluation criteria allocate 15 points specifically for involvement of minority-owned businesses. The selected contractor will be required to maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, and errors and omissions insurance, with the Harrisburg Housing Authority named as an additional insured. Compensation will be structured as a firm fixed fee, though the specific award value or budget range is not disclosed in the RFP documents. Payment will be made monthly based on invoices submitted within 30 days of service completion, and the contract will be subject to all applicable federal and state employment practice compliance requirements, non-discrimination policies, and wage standards.
