About this opportunity
The City of Blackshear, Georgia is issuing a Request for Proposals (RFP) for engineering services funded through a U.S. HUD Community Project Funding Grant (B-24-CP-GA-0679). The procurement seeks a State of Georgia licensed engineering firm to provide comprehensive post-award services for a railroad and road infrastructure project located in Pickens County. The scope of work includes planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for the construction of a new railroad crossing and road as well as the closure of an existing railroad crossing. Critical deliverables include the preparation of all construction documents, conducting construction observation, and obtaining and maintaining American Iron and Steel (AIS) and Build America Buy America (BABA) documentation, particularly manufacturer certifications, throughout the construction phase, with transfer of these materials to the grant recipient and engineer certification at project completion. The engineer must provide specific cost estimates for all services from project initiation through final closeout, including plans and specifications, surveying, bid documents, bid analysis, contractor performance management, inspections, change orders, payment approvals, and HUD reporting. Selection will be evaluated using a four-point scale (Poor=1, Fair=2, Good=3, Excellent=4) based on five criteria: the firm's ability to supply all necessary disciplines, experience with this type of construction, knowledge of the community, staff expertise, and prior experience with Federal Grants Projects. Proposals must be submitted to City Clerk Angel Robson at 318 E. Taylor Street, P.O. Box 268, Blackshear, GA 31516, no later than 2:00 p.m. on May 5, 2026. Interested firms should contact Michael Jacobs at Southern Georgia RC, 1725 South Georgia Parkway West, Waycross, GA 31503, (912) 285-6097, to request the Statement of Qualifications Form and RFP scoring criteria.
The City of Blackshear encourages Section 3 Business Concerns, Minority Business Enterprises (MBEs), and Women's Business Enterprises (WBEs) to apply, though this is an encouragement rather than a restriction limiting competition to these entities. The contract is subject to all Federal and State provisions prescribed by U.S. HUD and is governed by applicable civil rights laws including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, and the Build America Buy America Act. The City of Blackshear is committed to equal access and non-discrimination based on race, color, national origin, religion, sex, familial status, disability, or age. No incumbent vendors or current contractors are identified in the procurement documents. The specific contract award value or budget range is not disclosed in the available documentation; proposing firms must submit their own cost estimates for all engineering services. The City reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process.
