About this opportunity
The City of Blackshear, located in Pickens County, Georgia, is seeking a State of Georgia licensed Engineering Firm to provide comprehensive post-award services for a U.S. Environmental Protection Agency (EPA) Congressionally Mandated Projects Grant #05D44925. The procurement is specifically for engineering services related to the construction of a new well and hydro-pneumatic water storage tank, including related appurtenances. Key deliverables include planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The engineer will be responsible for obtaining and maintaining all American Iron and Steel (AIS) and Build America Buy America (BABA) documentation, including manufacturer's certifications, which must be transferred to the grant recipient. Evaluation of engineering firms will be conducted using a scoring system ranging from 1-4 points, assessing abilities across disciplines, construction experience, community knowledge, staff expertise, and prior federal grant project experience. Proposals must be submitted to the City Clerk by 2:00 p.m. on October 23, 2025, with the selection based on qualifications related to community and economic development needs.
The procurement appears to be open to all qualified engineering firms, with no specific set-aside designations or restrictions mentioned for disadvantaged enterprises. The RFP requires firms to provide comprehensive information about their business history, resource capabilities, legal qualifications, and previous federal grant experience. Interested firms must contact Michael Jacobs at the Southern Georgia RC to obtain the Statement of Qualifications Form and RFP scoring criteria. While a specific budget range is not explicitly stated, the project involves the construction of water infrastructure components, suggesting a significant capital investment. The City of Blackshear emphasizes its commitment to equal access and non-discrimination in the selection process, reserving the right to accept or reject any proposals. All contracts will be subject to Federal and State contract provisions prescribed by the U.S. EPA, with a strong emphasis on documentation and compliance with AIS and BABA requirements.
