About this opportunity
Pierce County is seeking an engineering firm to provide comprehensive pre- and post-award services for community and economic development projects through a Request for Proposals (RFP) issued on October 22, 2025, with proposals due by November 24, 2025, at 2:00 p.m. The procurement targets engineering services for public infrastructure improvements, including street paving and drainage, with potential funding from various sources such as Community Development Block Grant (CDBG) Annual Competition, Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds through the Georgia Department of Community Affairs (DCA). Required deliverables include preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The evaluation criteria will assess firms based on qualifications across multiple dimensions, including years in business, resource capability, community knowledge, personnel qualifications, and previous experience with DCA grant programs. Firms must provide a detailed cost estimate for services from project inception to final closeout and demonstrate capability to obtain and maintain Build America Buy America (BABA) documentation throughout construction.
The procurement emphasizes Section 3 of the HUD Act of 1968, actively encouraging Section 3 Business Concerns to apply, with a commitment to providing equal access to services regardless of race, color, national origin, religion, sex, familial status, disability, or age. Qualified businesses can demonstrate Section 3 status through three primary paths: businesses owned 51% or more by low-income residents, businesses with over 75% of labor hours performed by Section 3 workers, or businesses at least 51% owned by current public housing or Section 8-assisted housing residents. While no specific incumbent vendors are mentioned, the county is committed to Affirmatively Further Fair Housing and requires compliance with federal and state contract provisions. Though a specific award value is not explicitly stated, the contract potentially covers engineering services for multiple community development projects based on available grant funding. Participating firms must carry Errors and Omissions insurance and be prepared to meet stringent documentation and reporting requirements, with potential penalties for non-compliance including contract termination and being barred from future HUD-funded projects.

The Pierce County Commission is requesting qualifications and proposals for selection of an Engineering Firm to provide pre- and post-award services for various community and economic development projects. Pre- and post-award services will include, but are not limited to, preparing preliminary engineering report, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. As a basic service, all engineering contracts will also include obtaining and maintaining all Build America Buy America (BABA) documentation (particularly manufacturer¿s certifications) during construction, which shall be transferred to the grant recipient. The engineer will need to certify to this action at the end of the project. The County is in dire need of Public Infrastructure Improvements, including, but not limited to, street paving, and/or drainage, and is considering applying for federal and/or state funding for Community Development Block Grant (CDBG) Annual Competition, Employee Incentive Program (EIP), Redevelopment Fund (RDF), and/or Immediate Threat and Danger (ITAD) funds through the Georgia Department of Community Affairs (DCA). Selection of an Engineer for the project will be based on qualifications as they relate to community and economic development needs.
