About this opportunity

The City of Fitzgerald, Georgia is requesting proposals for engineering services to support the OneGeorgia Equity Rural Workforce Housing Initiative application, with proposals due July 7, 2026. The scope encompasses pre- and post-award services: preliminary engineering report preparation, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. The selected engineer must deliver a preliminary engineering report no later than 30 days after selection and develop final plans and specifications within a timeframe acceptable to applicable regulatory agencies.

Evaluation criteria are qualifications-focused and include the engineer's ability to supply all major disciplines, experience with the type of construction involved, knowledge of the community, staff expertise, prior experience with state-funded projects, and cost competitiveness. Scoring uses a four-point scale (Poor=1, Fair=2, Good=3, Excellent=4). Firms must verify Errors and Omissions insurance coverage and confirm ability to meet the preliminary engineering report deadline.

Responding firms must disclose years in business, relevant licenses and registrations, Federal or State grant program experience, proposed fees for the preliminary engineering report phase and for design, bid, and inspection services, three professional references, and key personnel assigned to the project. All contracts are subject to state contract provisions prescribed by the Georgia Department of Community Affairs. Successful selection may authorize the firm to provide pre- and post-award engineering services for future community and economic development projects for a limited time period contingent on future grant funding. The City of Fitzgerald is committed to affirmatively furthering fair housing and equal access regardless of race, color, national origin, religion, sex, familial status, disability, or age.
