About this opportunity

The Waterbury Housing Authority (WHA) is seeking highly qualified development partners through a Request for Proposals (RFP) for the West Grove neighborhood redevelopment project located on West Grove Street in Waterbury, Connecticut, within New Haven County. The solicitation invites experienced developers to assist WHA in comprehensively redeveloping the neighborhood, with all project activities requiring strict adherence to guidelines established by the U.S. Department of Housing and Urban Development (HUD) and the Connecticut Department of Housing (CT DOH). Interested developers must submit a Letter of Interest by October 23, 2023, and complete proposals are due by 12:00 p.m. on November 22, 2023. The RFP requires detailed submissions outlining the developer's approach, capabilities, and strategies for neighborhood revitalization, though specific evaluation criteria are not explicitly stated in the documents. Respondents must demonstrate expertise in urban redevelopment, housing transformation, and compliance with federal and state housing regulations. The full RFP can be obtained by contacting Christian D'Orso at the Waterbury Housing Authority, with Shannon Legassey serving as the primary contact for potential questions.

The RFP does not specify any set-aside designations, disadvantaged enterprise preferences, or restrictions on the types of organizations that can respond. No incumbent vendors or current contractors are mentioned in the solicitation documents, and there are no details regarding existing infrastructure or technology requiring integration. The documents consistently note that no estimated total contract value is provided, and no specific budget range is indicated. The absence of financial details suggests that developers will need to propose their own pricing and project financing strategies. The solicitation appears open to a wide range of development partners, including private developers, real estate firms, non-profit housing organizations, and other entities with demonstrated capacity to execute comprehensive neighborhood redevelopment projects. The RFP emphasizes compliance with HUD and CT DOH guidelines, indicating that successful proposals will likely require sophisticated understanding of affordable housing development, community revitalization strategies, and complex regulatory environments.
