About this opportunity
This Request for Proposals (RFP) is issued by Whiting-Turner Contracting Company on behalf of California Polytechnic State University (Cal Poly) San Luis Obispo for the Cal Poly Student Housing Program. The RFP seeks qualified Design-Assist (D-A) / Delegated-Design (D-D) Trade Contractors for two scopes of work: Modular Installation (13B) and Drilled Piles/Shoring (31K). The program is part of Cal Poly's 2035 Master Plan to add nearly 15,000 beds of student housing over the next ten years, including three new construction projects ranging from $175M to $275M each and six renovation projects ranging from $24M to $31M each. Prequalification submissions are due by May 29, 2024, with interviews the following week and project validation scheduled from June 10 to August 30, 2024. The RFP is subject to Prevailing Wage Rates, and all subcontract amounts of $250,000 or higher require 100% Payment and Performance Bonds.
This RFP does not explicitly mention any set-aside designations or restrictions on the types of organizations that can respond. The announcement does not provide information on any incumbent vendors or current contractors, nor does it mention any existing infrastructure or technology that requires integration. The preliminary design-build cost estimates for the new housing projects range from $175M to $275M, and the renovation projects range from $24M to $31M, indicating a significant total value for the overall program.

California Polytechnic State University San Luis Obispo and Whiting-Turner (as the Design Builder) are seeking qualified Design-Assist (D-A) / Delegated-Design (D-D) Trade Contractors, for the scopes shown below, who wish to provide project validation preconstruction services, and future construction services following project validation, for the Cal Poly Student Housing Program. 13B ¿ Modular Installation 31K ¿ Drilled Piles/Shoring SEE ATTACHED ANNOUNCEMENT FOR DETAILS OF HOW TO REQUEST THE DOCUMENTATION FROM WHITING-TURNER. RESPONSES ARE TO BE PROVIDED DIRECTLY TO WHITING-TURNER ONLY. PROGRAM SCOPE: The 2035 Master Plan accounts for nearly 15,000 beds of student housing to accommodate the first and second year live-on requirements as well as maintaining housing for transfer and returning upper division students. To begin to meet this need, Cal Poly intends to design and construct three (3) new student housing projects at the current North Mountain and K-2 parking sites and renovate six (6) existing residential halls at the current South Maintain site. Presently, the intent is to use a phased approach for three new construction projects and six renovation projects over the course of the ten-year program, starting design in January 2024. Projects would be completed strategically to reduce the impact to campus life and allow for students to continue with no interruption. Preliminary design-build cost estimates for the three new housing projects range from $175M to $275M each, with the six renovation projects ranging from $24M to $31M each.
