About this opportunity
The City of Lake Forest, California is requesting proposals for contract administration and construction inspection services for two intersection improvement projects — Los Alisos/Muirlands and Bake/Toledo — with proposals due October 20, 2026.
The Los Alisos/Muirlands project includes construction of a second left-turn lane in all directions at the intersection of Los Alisos Boulevard and Muirlands Boulevard, with scope encompassing widening of northbound Muirlands, restriping of eastbound and westbound Los Alisos, removal of the existing raised median, and construction of pedestrian bridges on the east and west sides of Muirlands spanning the Aliso Creek drainage channel. The Bake/Toledo project provides dual left-turn lanes for northbound Toledo Way while maintaining the existing southbound bike lane and creating a northbound de-facto lane, involving widening of Toledo south of Bake on both sides, median modifications on eastbound Bake to lengthen the left turn pocket, traffic signal modifications, construction of a retaining wall on the west side of Toledo, and restriping.
The selected firm will provide comprehensive construction administration and inspection services throughout the duration of both projects. Proposers must demonstrate experience with similar traffic improvement projects and possess relevant professional certifications. Detailed technical plans for both projects are available for review; the Los Alisos/Muirlands plans establish baseline design specifications for inspection and contract administration oversight, while the Bake/Toledo plans specify construction details including PCC sidewalk standards, curb and gutter configurations, retaining wall construction, storm drain installation, traffic signal modifications, and compliance with Standard Specifications for Public Works Construction (SPPWC), California Manual on Uniform Traffic Control Devices (CA MUTCD), Division of Industrial Safety regulations, and NPDES requirements.
The RFP process includes mandatory site visits and pre-proposal meetings. Contract compensation will be negotiated on either a cost-reimbursable or fixed-price basis. Funding derives from local traffic improvement initiatives and grants.
