About this opportunity
The Town of Chapel Hill is seeking construction project management services for its North-South Bus Rapid Transit (NSBRT) project, a comprehensive $188 million transit infrastructure initiative covering an 8.2-mile corridor. The project involves developing 5.2 miles of curbside bus-only lanes, constructing 17 station areas with premium transit amenities, and implementing Traffic Signal Priority at signalized intersections, with projected revenue service launch in 2029. Prospective consultants must provide services spanning pre-construction, construction, and post-construction phases, including final design review, cost analysis, constructability assessment, construction oversight, quality control, budget management, and project closeout activities. The procurement will evaluate proposals based on four key criteria: firm experience and qualifications (30 points), price proposal (30 points), work plan and project approach (25 points), and client references (15 points). Key dates include written questions due by December 18, 2025, proposal responses published by December 22, 2025, and proposals due by 2:00 P.M. on January 13, 2026, with selection and notification anticipated by January 30, 2026.
The project requires consultants to demonstrate extensive experience managing large-scale capital transportation projects and familiarity with Federal Transit Administration (FTA) regulations and capital investment grant programs. Disadvantaged Business Enterprise (DBE) participation requirements will be in effect, and the project is funded through FTA Capital Investment Grants. Consultants must comply with federal regulations including Davis-Bacon Act provisions, Buy America regulations, and federal procurement standards. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Business Auto ($1,000,000 per occurrence), and Professional Liability ($1,000,000 minimum), with the Town named as additional insured. Critical restrictions include prohibiting the selected firm from serving as the construction contractor or having any direct or indirect interest in construction work performed by other parties. The consultant must provide a comprehensive project management team including engineers with roadway and structural inspection specialties, and support staff covering federal compliance, environmental consultation, design, community liaison, and construction safety functions.
