About this opportunity

The Sacramento Area Flood Control Agency (SAFCA) is soliciting proposals to lease approximately 460 acres across seven agricultural properties in the Natomas Basin (northwestern Sacramento County and southeastern Sutter County) under RFP 2026-002, with proposals due September 18, 2026 and an optional pre-proposal site visit on August 26. Applicants may propose to lease any combination of properties, from a single parcel to all seven, with selection made on a property-by-property basis regardless of the applicant's proposed grouping.

Eligible applicants must demonstrate two years of agricultural production experience, possess or be able to source necessary equipment, secure pesticide applicator services, and meet insurance requirements including Commercial General Liability of $2 million per occurrence, Commercial Automobile Liability of $1 million combined single limit, and Environmental Insurance of $1 million per claim. These lands serve critical habitat functions for Swainson's hawk and species listed under federal and state Endangered Species Acts; SAFCA retains O&M obligations tied to statutory regulatory permits.

The seven properties range from 26 to 202 acres: Alleghany Tract (32 acres), Novak (50 acres), Hewitt (26 acres), Pappa Rosa (44 acres), South Sutter (62 acres), Brookfield 1 (202 acres), and Brookfield 3 (49 acres). Allowable crops are restricted to low-growing species such as tomatoes, beans, beets, and alfalfa on most properties; some allow rice or unrestricted crops. Lease rates are property and crop-dependent, ranging from $100 per planted acre to 15 percent of gross crop proceeds or the greater of a fixed rate or percentage. The lessee bears all operational costs including water, utilities, irrigation maintenance, weed control, fence and gate repair, farm road maintenance, and fire break establishment. Leases become effective January 1, 2027 through December 31, 2031, subject to renewal or termination for non-performance.

Proposals are evaluated on past experience with conservation-oriented agricultural practices (30 percent), references and ability to meet contract terms (30 percent), and feasibility of the agricultural proposal (40 percent). Questions are due September 4, 2026; anticipated SAFCA Board authorization is October 15, 2026.

Opportunity text

The Sacramento Area Flood Control Agency (SAFCA) invites you to submit a proposal to lease agricultural lands at various locations in the Natomas Basin, in northwestern Sacramento County and southeastern Sutter County. SAFCA has assumed long term Operations and Maintenance (O & M) obligations for specific areas in these general locations, many of which include mitigation sites that were established to compensate for habitat impacts resulting from flood system infrastructure improvements. SAFCA is required to ensure that these mitigation sites continue to meet performance criteria per statutory regulatory permits. To meet these requirements, portions of these lands are kept in agricultural production specifically to provide foraging habitat for Swainson's hawk and habitat for other species listed under the federal and state Endangered Species Acts.

Proposals may be for one (1) property, all seven (7) properties, or any subset of properties that the applicant chooses. Selection of a lessee for each property will be done on a property-by-property basis. An applicant may be selected to enter a lease for all, some, or none of the properties for which they submitted a proposal, but reflecting the applicant's proposed property grouping(s).
