The procurement does not explicitly specify set-aside designations or restrictions on respondent types, but emphasizes that consultants must demonstrate compliance with numerous federal regulations governing HUD-assisted projects. These compliance requirements include adherence to Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Build America, Buy America Act. The City of Cairo reserves the right to accept or reject any proposals and to waive informalities in the proposal process. No specific contract value, budget range, or funding source details were provided in the Request for Proposals. Interested consultants should have a strong track record of successful CDBG grant administration and experience working with local government entities. The procurement appears to be open to a wide range of qualified consulting firms with demonstrated expertise in grant writing and administration.
