About this opportunity
The Waterbury Housing Authority (WHA) is seeking proposals from experienced developers for the West Grove Street Redevelopment Project, located in Census Tract 3501 on the west side of Waterbury, Connecticut. The project involves developing a city block previously occupied by single-family homes, multi-family homes, and commercial/retail buildings, with the goal of constructing 46 units of single-family, attached, flat, and townhome-style housing. The WHA currently owns the project area and is conducting ongoing demolition efforts, with the site strategically positioned less than one mile from the Waterbury Green and half a mile from the Metro North Station. The solicitation was released on June 24, 2023, with proposals due by July 1, 2023, at 2:00 PM EDT. Interested developers can submit written questions until July 17, 2023, with WHA posting comprehensive responses by July 21, 2023. The project area is characterized by residential development, small retail establishments, and commercial applications, and is located on a bus route, offering potential developers insights into the neighborhood's current infrastructure and potential.
The Request for Proposals does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond. No incumbent vendors or current contractors are mentioned in the documentation, and there are no explicit details about existing infrastructure that would require integration. The solicitation appears to be open to all vendors, with delivery terms specified as Free On Board Destination and payment terms to be determined by the vendor. While the RFP does not provide a specific estimated total value for the project, it represents a significant redevelopment opportunity in the Waterbury area. The WHA has specified contact information for potential inquiries, including Shannon Legassey and an email contact (Chris.Dorso@waterburyha.org), indicating their openness to supporting potential developers throughout the proposal process.
