About this opportunity
The City of Chandler, Arizona is issuing a Request for Proposals (RFP FD3-200-4486) to procure comprehensive fire uniforms and related services for the Chandler Fire Department, which consists of 220 sworn firefighters and 20 administrative/support personnel. The procurement encompasses a full range of uniform items including brush pants, work boots, station uniforms (polo shirts, t-shirts, outerwear, pants, shorts, sweatpants, headwear, and belts), and dress uniforms (dress shirts, pants, skirts, coats, hats, shoes, ties, brass collar sets, and engraved name tags). All uniforms must meet or exceed the NFPA 1975 Standard (2019 edition) and be available in men's and women's cuts and sizes in both navy blue and royal blue. Vendors must provide measuring services at Chandler Fire facilities, embellishment installation services (silk screening and embroidery), patch and insignia installation, online order portal management, allowance tracking, and hemming and minor alterations at no additional charge. Evaluation criteria consist of method of approach (50%), qualifications and experience (25%), and price proposal (25%). The pre-proposal conference is scheduled for June 16, 2022 at 9:00 a.m. Arizona time via dial-in access, with proposals due by June 28, 2022 at 3:00 p.m. local Arizona time via email submission.
The RFP does not specify any set-aside designations or restrictions limiting the types of organizations that may respond. Vendors are preferred to have a storefront location within 40 miles of Chandler Fire Headquarters (151 E Boston Street, Chandler, AZ 85225), though this is not a mandatory requirement. Contractors must maintain comprehensive insurance coverage including $2,000,000 Commercial General Liability per occurrence, $1,000,000 Automobile Liability, and Workers' Compensation insurance, and must comply with federal immigration laws and the Americans with Disabilities Act. The contract includes standard indemnification provisions and a one-year warranty on services with a two-year warranty on fixtures, furnishings, and equipment. Each authorized fire department employee receives an annual clothing allowance of $675 for sworn personnel or $300 for non-sworn personnel per fiscal year, with the City paying purchases up to the allowance amount including sales tax; the estimated annual procurement value will depend on total employee participation and uniform selections. Vendors must accept payment via City Procurement Card (MasterCard), automated clearinghouse (ACH), or traditional methods with Net 30 payment terms, and pricing shall remain firm for the initial contract term with potential increases for renewal terms subject to City approval.
