About this opportunity

Winston-Salem/Forsyth County Schools (WS/FCS) is conducting a Request for Proposals (RFP 260-02032025-859100) for School-Based Mental Health Services for the 2025-2026 school year. The procurement seeks community-based behavioral health providers capable of delivering comprehensive mental health services to students across the district's 81 schools. Eligible providers must possess appropriate licensure, demonstrate experience in outpatient therapeutic services, provide onsite case consultation, maintain 24-hour support access, and ensure strict confidentiality. Proposals will be evaluated on a 100-point scale, with points distributed across organizational introduction (25 points), experience and qualifications (10 points), intake/assessment/referral process (20 points), services and supports (20 points), and capacity (20 points). Critical submission requirements include one original and six copies of the proposal, to be delivered to John Mann by 2:00 PM EST on March 27, 2025, with preliminary questions due via email by March 13, 2025. The initial contract term is one year, with potential three-year renewals contingent on performance evaluation.

The RFP appears to have specific provider requirements, including mandatory Medicaid credentialing and a pro bono service commitment of one free student for every ten billed. Providers must carry workers' compensation insurance and commercial liability insurance with minimum coverage of $1,000,000 single limit and $2,000,000 aggregate. While no specific set-aside designations for disadvantaged enterprises are mentioned, the district serves a diverse student population of approximately 54,000 students, with demographic composition including 33.6% white, 29.8% African American, 28.4% Hispanic, 5.4% multiracial, 2.5% Asian, and less than 1% American Indian or Native Hawaiian/Pacific Islander. No specific budget range or award value is explicitly stated in the documentation, though the comprehensive service requirements suggest a substantial potential contract value for selected behavioral health providers.
