About this opportunity

Region 14 Education Service Center is issuing a Request for Proposal on behalf of itself and government agencies nationwide through OMNIA Partners, Public Sector, Inc., for OEM-only Information Technology, Cybersecurity, and Data Protection Solutions. This solicitation seeks Original Equipment Manufacturers offering products and services across multiple categories including security and risk management solutions, data protection and privacy solutions, networking and data communications, and OEM professional and support services. The primary objectives are to ensure OEM accountability, supply-chain integrity, and security assurance while aligning offered solutions with NIST cybersecurity frameworks and controls to enable scalable, compliant procurement across diverse public sector environments and support cooperative multi-entity purchasing models. Vendors must submit electronically through Bonfire by March 12, 2026, at 2:00 PM CT, with questions due by February 17, 2026, and the public opening of submissions will occur virtually via Google Meet at the submittal deadline. The resulting Master Agreement will be for an initial three-year term with options for up to two additional one-year renewal periods, with maintenance and service agreements able to extend up to five years. Pricing must be submitted as not-to-exceed pricing based on manufacturer discounts, fixed pricing, or combinations thereof, with proposed discounts remaining constant throughout the contract term; cost-plus pricing as a primary structure is not acceptable. Qualification requirements include NIST cybersecurity framework alignment and compliance documentation, appropriate insurance, federal certifications related to covered telecommunications equipment, Davis-Bacon Act compliance when applicable, debarment and suspension regulations, and various state-specific requirements including New Jersey Business Compliance documentation, with all products required to be new, unused, and free of defects unless explicitly approved.

This solicitation is restricted to Original Equipment Manufacturers only, with no identified set-asides for disadvantaged enterprises or other restricted categories documented in the available materials. No incumbent vendors or current contractors are listed in the solicitation documents. Vendors selected must be prepared to support competitive procurement nationwide and execute the OMNIA Partners Administration Agreement while paying an Administrative Fee of 3% of the greater of actual Contract Sales or Guaranteed Contract Sales. The estimated annual volume under the Master Agreement through OMNIA Partners is approximately $100 million, though no minimum volume is guaranteed to any vendor. Multiple awards may be made to qualified suppliers whose responses are determined to be most advantageous to the procuring entities. Solutions must integrate with existing public sector environments and comply with federal and state procurement regulations applicable across the participating jurisdictions.
