About this opportunity

Region 14 Education Service Center, on behalf of itself and other government agencies through OMNIA Partners, is issuing a Request for Proposal for a comprehensive national cooperative contract to supply Medical Supplies and Related Goods and Services. The procurement seeks suppliers capable of providing a broad range of products including anesthesia supplies, diagnostics, emergency medical products, vaccines, furniture, infection control materials, laboratory supplies and equipment, medical waste disposal, personal protective equipment, surgery center supplies, and related items to participating public agencies nationwide, including state and local governmental entities, educational institutions, nonprofit organizations, and public benefit agencies. Suppliers must demonstrate the capability to serve as nationwide vendors with competitive, firm pricing structured as not-to-exceed pricing based on manufacturer's price lists, catalogs, or fixed prices, though cost-plus pricing as a primary structure is not acceptable. The Master Agreement will have an initial term of one year with options to renew for up to four additional one-year terms, with maintenance and service agreements potentially extending to five years. Suppliers must commit to making the Master Agreement their primary go-to-market strategy for public agencies, maintain one-business-day response times for customer service, and actively market the agreement. The deadline for submitting questions is May 13, 2026, at 2:00 pm Central Time, with proposals due June 4, 2026, at 2:00 pm Central Time via the Bonfire platform, followed by a virtual public opening at the specified due date and time. Evaluation criteria include corporate commitment to the program, competitive pricing, active marketing capability, and dedicated account management and sales support.

The RFP requires all suppliers to execute an Administration Agreement with OMNIA Partners concurrent with execution of the Master Agreement and pay a three percent administrative fee on the greater of actual or guaranteed contract sales. Suppliers must comply with extensive federal and state requirements, including Davis-Bacon Act prevailing wage certifications, debarment and suspension verifications, Byrd Anti-Lobbying Amendment compliance, Buy America provisions, and environmental and equal opportunity certifications. For suppliers intending to conduct business in New Jersey, additional compliance documentation is required, including ownership disclosure, non-collusion affidavits, affirmative action evidence, political contribution disclosures, and certifications regarding prohibited investment and business activities in specified foreign countries. The estimated annual volume for purchases under this Master Agreement is approximately $10 million, though no minimum volume is guaranteed. Region 14 ESC reserves the right to conduct audits of supplier pricing and sales records for four years from purchase dates, and suppliers must submit monthly Contract Sales Reports by the 10th of the following month, with failure to report constituting material breach. Suppliers are required to provide firm, consistent pricing to all participating agencies throughout the contract term and renewal options.
