About this opportunity

Region 14 Education Service Center, serving 42 school districts across 13 counties in West Texas, issued this Request for Proposal on behalf of itself and participating public agencies nationwide through OMNIA Partners, Public Sector, Inc., a cooperative purchasing organization. The solicitation seeks comprehensive proposals for firearms, ammunition, firearm optics and accessories, less-lethal ammunition, personal safety and protection equipment, holsters and duty gear, defense and law enforcement training equipment, and related security and safety products and services. The resulting master agreement will be made available to state and local governmental entities, public and private educational institutions, non-profit entities, and public benefit agencies nationwide across all 50 states and U.S. territories. Pricing must be submitted as a discount from standard pricing schedules, fixed price, or a combination of both, with all pricing remaining firm for the first 12 months and unable to be exceeded throughout the contract term, though suppliers may offer lower pricing at any time. All deliveries must be freight prepaid and F.O.B. destination unless otherwise stated. The contract term is three years with options to renew for up to two additional one-year terms or any combination not exceeding two years total. Questions must be submitted by May 20, 2026, at 2:00 p.m. Central Time through the Bonfire platform, with the proposal submittal deadline set for June 4, 2026, at 2:00 p.m. Central Time and public opening via Google Meet.

The solicitation does not include formal set-aside designations for disadvantaged enterprises or restrictions limiting organization types, as the cooperative agreement is available to qualifying public sector entities nationwide. Awarded suppliers must commit to implementing the contract as their primary go-to-market strategy within 90 days of award, including executive leadership endorsement, national sales force training, and comprehensive marketing initiatives, and must comply with all applicable federal requirements including debarment certifications, Buy America provisions, Davis-Bacon Act compliance where applicable, FTA/DOT funding restrictions, FEMA assistance conditions, and state-specific requirements. Suppliers must provide alternative pricing for federally-funded emergency or disaster recovery situations and execute an Administration Agreement with OMNIA Partners concurrent with the Master Agreement execution, paying an administrative fee of 3% of the greater of actual or guaranteed Contract Sales. The estimated annual contract volume is approximately $500,000 with no guaranteed minimum volume, based on current volumes and anticipated growth, though the RFP references an estimated annual volume of approximately $50 million across all participating agencies. Region 14 ESC reserves the right to terminate the contract at any time with or without cause upon 30 days' written notice, or immediately for default after a 10-day notice period, and maintains audit rights extending four years from purchase with an additional one year post-termination.
