About this opportunity
The City of Beaumont is requesting proposals for emergency standby products, services, and debris removal under RFP JF0426-40, with proposals due September 10, 2026 at 2:00 p.m. CT and a non-mandatory pre-RFP meeting on September 3, 2026 at 9:00 a.m. CT.
The scope comprises two sections: Section A covers emergency standby products and services including generators, lighting, toilet facilities, living accommodations, health facilities, and on-site response teams for declared disasters; Section B addresses debris removal operations. For debris removal, contractors must demonstrate prime-contractor experience completing at least three projects exceeding 1,000,000 cubic yards, with at least two completed within the previous seven years. The contract requires 24/7 responsiveness with a two-hour callback requirement and mobilization of 50 percent of equipment within 48 hours and 100 percent within 96 hours of notice.
The contract term is three years from award with options to renew for two additional one-year terms, not to exceed five years total. Pricing must remain firm for the initial three-year period; price increases in renewal terms are limited to the lesser of two percent or one of three escalation methods: CPI-U for the Houston/Galveston area, FEMA reimbursement rates, or formal contract amendment. Five percent retainage will be held on debris removal invoices until project completion. No minimum or maximum quantities are guaranteed. The City reserves the right to award up to three contracts (primary, secondary, and tertiary) or reject all proposals.
Evaluation criteria: contractor experience and past performance (25 points), ability to perform required work (25 points), pricing for emergency services (15 points), pricing for debris removal (15 points), references (10 points), and other contractual obligations (10 points). Contractors must comply with prevailing wage requirements for Jefferson County and federal Davis Bacon requirements if applicable. Questions are due September 8, 2026 at 10:00 a.m. CT. Submissions are completed online through the City's e-bids platform. Funding is subject to annual City Council budget approval, and the contract may be terminated with 30 days' written notice or cancelled for cause with 24 hours to cure.
