About this opportunity

The District of Columbia Department of General Services is soliciting proposals for comprehensive snow and ice management services under a certified small business enterprise (SBE) set-aside, with proposals due November 4, 2026. Offerors must be certified as an SBE by the Department of Small and Local Business Development (DSLBD) and registered under NIGP Code 96872, Snow and Ice Removal Services, at the proposal submission deadline. Joint ventures are excluded. For contracts exceeding $250,000, contractors must subcontract at least 35% of the dollar value under District law.

Scope covers snow plowing, snow blowing, mechanical removal, ice melt application, anti-icing and deicing, sidewalk clearing, emergency response, and post-storm cleanup for District-owned and operated properties. The DGS is awarding multiple indefinite delivery/indefinite quantity (ID/IQ) term contracts across six aggregate award groups: Group A (First Responder FEMS and MPD Sites), Group B (Wards 1&2), Group C (Wards 3&4), Group D (Wards 5&6), Group E (Wards 7&8), and Group F (Maryland Jurisdiction). Offerors may bid one, multiple, or all groups but must price every contract line item within each group or face nonresponsive rejection. Pricing uses firm-fixed unit rates by service category and snow accumulation level, established through the OpenGov platform and subject to post-award negotiation. Rates must be fully loaded for labor, equipment, materials, overhead, insurance, bonding, wage and benefit compliance, and profit.

The maximum ceiling is $10 million per contract period, with a guaranteed minimum order of $50.00 annually. The base period runs from award, anticipated December 1, 2026, through September 30, 2027, with four one-year renewal options through September 30, 2031. Contractors must comply with the Service Contract Act wage determination (WD 2015-4281, Revision 39, effective August 22, 2026) and the D.C. Living Wage Act, along with federal and District safety, environmental, and licensing rules. DGS guarantees preseason planning and coordination meetings with successful contractors before the initial snow season.
