About this opportunity

The Town of Orange, Virginia is soliciting proposals from qualified engineering firms for on-call professional engineering services for transportation projects, RFP2026-01, with proposals due July 9, 2026 at 2:00 p.m., and a pre-proposal conference on June 17, 2026 at 2:00 p.m.

The Town encourages participation by Disadvantaged Business Enterprises (DBEs) and Small, Women, and Minority (SWaM) owned businesses, though no specific DBE or SWaM goals have been established for this procurement. All firms must be registered to conduct business in Virginia with appropriate professional licenses for engineers, surveyors, and related professionals.

Scope encompasses surveying, roadway design plans, corridor studies, alternative transportation projects, bridge plans, geotechnical analysis, environmental reviews and permitting, hydrologic and hydraulic analysis, traffic data collection, pavement marking and signage plans, utility relocation plans, specifications, right-of-way acquisition, cost estimation, construction engineering and inspection, and VDOT application preparation. All work must be performed using VDOT-compatible computerized design systems, specifically Bentley Products' OpenRoads software, and must comply with VDOT policies, procedures, and FHWA guidelines.

The contract term is one year, renewable at the Town's option for up to four additional one-year periods. Work will be funded through state and federal sources administered by VDOT. Compensation will be negotiated individually on a lump sum basis for each project phase, with current VDOT-approved labor rates applied at the time of each project's Letter of Agreement. A minimum of three consultants will be selected for further evaluation and technical presentations.

Evaluation criteria are method and plan for providing services (40%), qualifications and experience (40%), references and past performance (15%), and organizational requirements (5%). All selected firms must maintain internal control systems complying with Federal Acquisition Regulations (48 CFR 31), provide FAR audit data within ten workdays of selection, and submit Title VI Forms and Certificates of Insurance annually.
