About this opportunity

Lee County, North Carolina is soliciting proposals from qualified consulting firms to provide professional grant administration services for the Fiscal Year 2024 Community Development Block Grant - Neighborhood Revitalization (CDBG-NR) program. The procurement seeks a consultant to administer a $950,000 grant focused on housing improvements for income-eligible homeowners throughout Lee County, specifically involving the rehabilitation of two housing units and the reconstruction of three severe housing units. Proposals are due by 12:00 pm on May 19, 2025, with two physical copies and one digital copy required for submission. The evaluation criteria for selecting the grant administrator includes six key areas: firm qualifications (25 points), related grant experience (25 points), availability (20 points), fees/cost of services (20 points), debarment compliance (5 points), and Section 3 business qualifications (5 points). The project is expected to commence immediately upon consultant approval by the Lee County Board of Commissioners, with selection anticipated in April 2025.

The county strongly encourages submissions from minority and women-owned firms, historically underutilized businesses, and certified Section 3 business concerns. Lee County Government is an Equal Opportunity Employer and will not contribute local funds to program administration. Of the total $950,000 grant, $855,000 is allocated for housing rehabilitation and $95,000 is designated for administration costs (representing 10% of the total grant amount). The selected consultant will be responsible for ensuring full compliance with all federal and state CDBG program regulations. This procurement represents a targeted approach to improving housing conditions for low-income residents, with a clear focus on identifying and addressing severe housing deficiencies in the county. The grant is 100% funded through the CDBG program, providing a comprehensive opportunity for a consulting firm to support critical community development efforts in Lee County.
