About this opportunity

The Rogue Valley Council of Governments (RVCOG), a voluntary association of 24 local jurisdictions, special districts, and education institutions in southwestern Oregon's Jackson and Josephine Counties, is requesting proposals for annual governmental audit services, with proposals due July 17, 2026 and finalist interviews scheduled for July 22–24.

Proposers must hold current Oregon State certification to conduct municipal audits. The scope encompasses audits of RVCOG's financial records in accordance with Generally Accepted Auditing Standards, Governmental Accounting Standards Board guidelines, Oregon Revised Statutes 297, and the Single Audit Act of 1984. The audit covers 11 programs including General Administration, Natural Resources, Community Development, Senior & Disability Services, Transportation Planning, and Financial Services across governmental and proprietary funds utilizing MIP Fund Accounting software. Total annual budget is $10.7 million. Fieldwork is expected to commence after September 30 each year with completion well in advance of the December 31 due date.

Proposers must submit a fixed-fee proposal covering all out-of-pocket expenses for basic financial services and a separate fee proposal for single audit work, with detailed cost analysis broken down by year over the contract term. The contract term length is not specified in the RFP.

Evaluation criteria are contract acceptance (10 points), experience and qualifications (30 points), independence and objectivity with familiarity risk mitigation (15 points), service delivery and responsiveness (20 points), and cost of services (25 points). Proposers must provide professional biographies of audit staff, firm references, examples of management letters from similar municipal clients, and disclosure of any claims or disputes from the past five years. RVCOG will furnish bank reconciliations, balance sheet account reconciliations, grant schedules, and supporting work papers.

Written clarifications are due July 2, 2026, with responses provided July 7, 2026. Contract award is anticipated July 28, 2026, with execution by August 4, 2026.
