Pecan Valley Centers for Behavioral & Developmental Healthcare (PVC) is requesting proposals from public accounting firms to conduct an annual financial and compliance audit for fiscal year 2026, with proposals due July 17, 2026 at 5:00 p.m.

The audit will be a Single Audit conducted in accordance with generally accepted auditing standards, Government Auditing Standards, the Uniform Grant Management Standards, the Single Audit Act of 1996, and OMB Circular A-133. The scope encompasses general-purpose financial statements, combining statements, and other schedules for the fiscal year ending August 31, 2026, plus testing for compliance with applicable federal and state laws and regulations related to PVC's federal and state financial assistance programs. PVC's FY 2026 operating budget is $43,228,202, with significant federal and state assistance flowing through the Health and Human Services Commission and the Substance Abuse and Mental Health Services Administration.

The technical proposal must demonstrate the firm's understanding of governmental auditing standards, audit methodology, experience with community mental health and developmental disability center audits within the past three years, current peer review status, and staff qualifications in governmental accounting and auditing. The firm must be independent from PVC's Board of Trustees and Executive Staff. Proposals will be evaluated on related experience (0–30 points), audit team qualifications (0–25 points), audit approach and timeline (0–25 points), and references and past performance (0–20 points).

The contract term covers fiscal year ending August 31, 2026, with an option for PVC to extend for up to five additional one-year terms through August 31, 2031, contingent upon satisfactory performance. Preliminary report drafts are due December 31, 2026, with final presentation to the Board at the January meeting. Proposers must submit three copies of a technical proposal (with no dollar amounts) and one sealed cost bid. Questions were due June 26, 2026. A vendor recommendation is scheduled for July 22, 2026, Board approval on July 24, and vendor notification on July 27.
