About this opportunity
Tri-County Electric Cooperative (TCEC) is issuing a Request for Proposal (RFP) for Disaster Fiber Restoration Services, seeking qualified contractors to perform emergency repairs to its fiber optic network spanning approximately 2,400 miles across Madison, Jefferson, Taylor, and portions of Dixie Counties in Florida's Big Bend area. The procurement solicits contractors capable of responding to disaster events that damage fiber circuits, with work to be authorized through bilateral Task Orders and performed during daylight hours, seven days per week. Proposals are due by 5:00 PM on May 19, 2025, with an evaluation process utilizing a 100-point scale that assesses cost effectiveness (35 points), technical approach (15 points), experience and qualifications (35 points), and similar projects and references (15 points). To be considered "Qualified," respondents must score a minimum of 70 points and provide comprehensive documentation including hourly labor and equipment rates, proof of licenses, insurance certificates, and documentation of similar past projects. The contract will be structured as a time and materials arrangement, with potential for unit cost Task Orders if mutually agreed, and will be funded through FEMA financial assistance, requiring strict compliance with federal laws, regulations, executive orders, and FEMA policies.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The solicitation is open to contractors with demonstrated capability to perform disaster fiber restoration services, with a focus on technical competence, cost-effectiveness, and proven experience. While no incumbent vendors are mentioned, the contract requires integration with TCEC's existing 2,400-mile fiber optic infrastructure across four Florida counties. The right-of-way for project work extends 15 feet on both sides of the center line of poles along project routes, with additional access areas required for construction activities. Although a specific contract value is not disclosed, the time and materials structure and potential for multiple Task Orders suggest flexibility in project scope and potential compensation. Successful contractors will need to demonstrate robust emergency response capabilities, technical expertise in fiber optic restoration, and the ability to quickly mobilize resources in disaster scenarios.
