About this opportunity

The Downtown Hazleton Alliance for Progress (DHAP) is soliciting competitive proposals for the complete demolition and site restoration of a fire-damaged brick church structure located at 133 W. Green Street, Hazleton, Pennsylvania 18201, in Luzerne County. This Request for Proposal (RFP) was posted on May 15, 2026, with proposals due by June 10, 2026. The scope of work encompasses full structural demolition of the former St. Paul's Church, which was condemned following a July 2025 fire, removal and proper disposal of all debris, abatement and removal of asbestos-containing materials, extraction and disposal of six 275-gallon heating oil aboveground storage tanks from the basement, remediation of contaminated soils resulting from potential petroleum releases, and complete site stabilization to prepare the property for future development. Qualified contractors must provide all labor, materials, equipment, permits, supervision, and project coordination necessary to execute the work safely and in compliance with all applicable regulations. Contractors must comply with Pennsylvania prevailing wage requirements, the Pennsylvania Construction Industry Employee Verification Act, Pennsylvania Minimum Wage Act, Pennsylvania Equal Pay Law, Pennsylvania Wage Payment and Collection Law, and the Pennsylvania Apprenticeship and Training Act, with responsibility for ensuring subcontractor compliance and provision of certified payrolls and workforce documentation upon request. The project is funded through a Commonwealth of Pennsylvania Department of Community and Economic Development (DCED) grant, requiring adherence to all associated federal, state, and local laws and grant requirements.

The RFP documentation does not specify set-aside designations, restrictions on organization types, or disadvantaged enterprise provisions; however, all contractors must meet prevailing wage and labor law compliance standards as conditions of eligibility. No incumbent vendors or current contractors are identified in the available procurement materials. The Phase I Environmental Site Assessment completed in October 2022 identified recognized environmental conditions requiring attention, including the six heating oil storage tanks with visible petroleum staining and detectable odors, potential asbestos in plaster and pipe wrappings, possible mold presence in basement areas, and lead-based paint requiring careful handling during demolition. While the specific contract award value or budget range is not provided in the posted materials, the comprehensive scope of work including environmental remediation, hazardous material abatement, and site stabilization suggests a substantial project cost. Interested bidders should contact DHAP directly for additional information regarding budget parameters, specific technical specifications, site visit scheduling, and any pre-proposal meetings or clarification sessions prior to the June 10, 2026 proposal deadline.
