About this opportunity

The Northern Middlesex Metropolitan Planning Organization (NMCOG) has issued Request for Proposal #24-07 for a comprehensive traffic counting program in Middlesex County, Massachusetts. The procurement seeks a consultant to collect traffic count data at 100-120 locations across multiple municipalities including Billerica, Chelmsford, Dracut, Dunstable, Lowell, Pepperell, Tewksbury, Tyngsborough, and Westford. The primary deliverables will include traffic layouts, count volumes, vehicle classifications, speed data in MS2-compatible and Excel formats, count reports, and recorder test results. Bidders must demonstrate a minimum of two years of experience completing traffic counts in Massachusetts and working with MassDOT. The project requires automated traffic data collection using equipment pre-tested in accordance with Federal Highway Administration (FHWA) requirements. Key proposal deadlines include February 26, 2025 for submitting questions, March 3, 2025 for receiving answers, and the final proposal submission deadline of March 12, 2025 at 4:00 PM. NMCOG anticipates awarding the contract on March 17, 2025, with the contract period running from March through November 2025.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. Pricing for the contract must be structured as a total cost, average cost per count, and unit costs for classification counts on both two-lane and four-lane facilities. While the specific budget range is not detailed in the available documents, the comprehensive nature of the project suggests a substantial contract value covering traffic data collection across multiple municipalities. The project requires technical competence in traffic data collection, with an emphasis on precise methodological approaches and compatibility with existing transportation planning systems. Proposing consultants will need to demonstrate technical expertise, proven experience in similar municipal traffic counting programs, and the ability to integrate data collection with NMCOG's existing tracking and reporting frameworks. The contract period allows for primary data collection between May 1, 2025, and October 31, 2025, with makeup counts permitted through November 30, 2025, providing flexibility for comprehensive and accurate traffic data acquisition.
