About this opportunity

The Jackson County Water and Sewerage Authority (JCWSA) is issuing a Request for Statement of Qualifications (SOQ) for multiple on-demand consulting engineering firms to provide professional engineering, land surveying, materials testing, construction management, project administration, and related services throughout Jackson County, Georgia. JCWSA seeks qualified consultants with specialized expertise in civil engineering, electrical engineering, geotechnical engineering, mechanical engineering, land surveying, materials and construction testing, environmental consulting, landscape architecture (focused on erosion control), and structural engineering. Qualified firms must be properly licensed in Georgia and demonstrate compliance with JCWSA standards, American Water Works Association (AWWA) standards, Georgia environmental regulations, and applicable federal requirements. The SOQ submission deadline is April 27, 2026, at 4:00 p.m. local time, with deliverables requiring four hard copies and one electronic PDF copy sent to JCWSA at 70 Authority Ave., Jefferson, GA 30549. Statements of Qualifications will be evaluated on a 100-point scale encompassing consultant team qualifications (15 points), firm capability (20 points), understanding of project scope (5 points), schedule control (15 points), familiarity with JCWSA systems (10 points), past performance (15 points), proposed personnel (10 points), and supportive information (10 points), with SOQ submissions limited to 25 pages and a three-point penalty assessed per page exceeding this limit. Consultant selection is expected on May 7, 2026, with the contract term extending approximately three years through May 2029 unless terminated by either party in writing.

No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are mentioned in the procurement documents. All prospective firms are required to provide W-9 forms, E-Verify affidavits, and certificates of insurance including general liability, workers' compensation, and professional liability coverage upon project selection. The procurement process emphasizes direct email communication with Matthew Wyatt, Senior Engineer Technician (mwyatt@jcwsa.com), with explicit restrictions prohibiting unsolicited marketing materials, phone calls, or office visits, which will result in a 15-point scoring penalty if violated. Contract disputes involving amounts less than $200,000 are subject to nonbinding mediation followed by binding arbitration, while disputes exceeding $200,000 proceed to litigation in Jackson County Superior Court. No incumbent vendors, current contractors, or specific budget ranges are identified in the documentation, and JCWSA reserves the right to waive any informality in the SOQs and reject any or all submissions at its discretion.
