About this opportunity

The Ohio Air Quality Development Authority is inviting qualified financial institutions to express interest in participating as lenders and bond purchasers in the Small Business Clean Air Program (SBCAP) Lender Network, with a participation-due date of June 30, 2027.

The program establishes a voluntary network of lending partners designed to finance Ohio small businesses with financing needs generally not exceeding $350,000. Participating lenders commit to a streamlined, standardized, and repeatable financing process intended to reduce legal and transaction costs, shorten closing timelines, and expand access to affordable capital and state incentives. Participating institutions serve dual roles: originating loans to qualifying small businesses and purchasing OAQDA revenue bonds for eligible projects that improve air quality.

Participation does not obligate any lender to finance specific transactions. Each institution retains full authority over credit underwriting, loan approval, and lending decisions and determines on a case-by-case basis whether to purchase OAQDA revenue bonds. The network operates collaboratively across OAQDA and state partner agencies to achieve aligned environmental and economic development objectives.

The OAQDA Request for Participation document is attached and provides detailed program framework and participation terms.

Opportunity text

The Authority invites qualified financial institutions to express interest in participating in the Small Business Clean Air Program (SBCAP) as a participating lender and bond purchaser, with the objective of creating a network of lending partners with a streamlined, standardized, and repeatable financing process that reduces legal and transaction costs, shortens closing timelines, and allows more Ohio small businesses with financing needs of generally $350,000 or less to benefit from affordable capital and incentives offered through OAQDA and state partners. Participation in the network does not obligate a lender to finance any transaction. Each lender retains full authority over its credit underwriting, loan approval, and lending decisions as it considers serving as a bond purchaser to OAQDA revenue bonds for qualified small business projects.
