About this opportunity
Broward County Aviation Department is conducting a Request for Information (RFI) for TalentLMS Plus Standard Software by Epignosis, LLC, seeking to determine if this cloud database subscription for staff training management can be sourced from multiple providers. The software is critical for managing training materials and completion records to ensure compliance with FAA regulations under 14 CFR Part 139.303. Required features include content creation and management tools, course creation and management, user management and authentication, and customization capabilities. The RFI was posted on November 12, 2025, with responses due by November 19, 2025, through the electronic bidding system. Prospective vendors are invited to provide information demonstrating their ability to meet or exceed the county's requirements, with the Director of Purchasing holding sole authority in evaluating potential alternatives or comparable solutions.
The RFI does not explicitly mention set-aside designations or restrictions on respondent types, nor does it provide specific budget ranges or award values. The current system's complexity presents significant implementation challenges, as migrating to a new platform would require intricate historical data transfer, system implementation, and comprehensive staff retraining. The sole source designation suggests that Epignosis, LLC's TalentLMS Plus is currently the preferred and potentially most suitable solution for the Broward County Aviation Department's training management needs. Vendors responding to the RFI are expected to upload supporting documentation to the electronic bidding system that demonstrates their product's comparability and ability to meet the county's specific requirements. The procurement process appears focused on thoroughly exploring potential alternatives while recognizing the substantial operational disruption that a system change would entail.
