About this opportunity

The State of Florida, through a county jurisdiction, has issued a Request for Information (RFI) designated as a Notice of Intent to Designate Sole Source/Sole Brand, posted on May 11, 2026, with a response deadline of May 20, 2026. This procurement seeks to identify alternative providers or commodities for Limitorque-brand actuators, actuator parts, accessories, and repair services. The primary objective is to determine whether the specified equipment and services are available from multiple sources or if comparable alternatives exist that would satisfy the county's operational requirements. The county requires these actuators for critical wastewater treatment operations, where they must maintain optimal working condition to ensure regulatory compliance with federal, state, and local environmental standards that mandate the removal of 85-90% of contaminants, including biochemical oxygen demand, nutrients, and pathogens. Prospective vendors are required to submit responses through the county's electronic bidding system, providing documentation of their capability to meet or exceed the county's requirements, or alternatively, providing written explanation and supporting documentation contesting the proposed sole-source designation. Key evaluation criteria include the vendor's ability to provide comparable commodities or services, ensure preventive maintenance in accordance with manufacturer recommendations for warranty compliance, and maintain the reliability necessary to prevent facility non-compliance and disruption of environmentally safe wastewater treatment operations.

The RFI does not contain explicit set-aside designations for disadvantaged enterprises or restrictions limiting response to specific organization types; however, all prospective vendors are invited to respond if capable of meeting the county's specifications. Flowtech Inc. is identified as the current incumbent vendor, serving as the sole municipal representative for Limitorque-brand products and the exclusive provider of parts, accessories, and repair services. The procurement specifically requires integration with existing Limitorque-brand equipment infrastructure already in use at the county's wastewater treatment facility. No specific budget range or award value is disclosed in the RFI documentation provided, as this is an information-gathering instrument rather than a formal solicitation for bids or pricing proposals.

Opportunity text

Notice of Intent to Designate Sole Source/Sole Brand: This Request for Information (RFI) (Notice of Intent to Designate a Sole Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County's needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County's needs: Flowtech Inc. is the sole municipal representative for Limitorque-brand products and the exclusive provider of parts, accessories, and repairs. These actuators are critical to County operations, as federal, state, and local regulatory agencies require that a significant percentage (85-90%) of contaminants - including biochemical oxygen demand, nutrients, and pathogens be removed prior to disposal. This equipment must remain in optimal working condition to ensure uninterrupted treatment processes. Preventive maintenance must be performed in accordance with manufacturer (Limitorque) recommendations to maintain warranty compliance. Failure of this critical equipment presents a substantial risk of facility non-compliance and disruption of environmentally safe wastewater treatment operations. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County's requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County's needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
