About this opportunity
A Florida county is posting a Notice of Intent to Designate Sole Source/Sole Brand for pressure transducers manufactured by In-Situ Inc. and related components, with responses due July 31, 2026. The county is soliciting this RFI to determine whether the specified commodity is available from multiple providers or whether an alternate product exists that would meet its needs.
The pressure transducers and components monitor groundwater levels, surface water levels in lakes and canals within the county's water control districts, and surface water recharge systems. The In-Situ transducers integrate with the Water and Wastewater Services SCADA hardware and software infrastructure currently deployed for water-level monitoring. The county has determined that this equipment may be the only commodity meeting its operational requirements.
Prospective vendors may respond through the county's electronic bidding system with information demonstrating their ability to provide comparable products, explanations or documentation contesting the sole-source designation, or evidence that multiple suppliers can meet the county's specifications. Vendors should upload supporting documentation to assist the county in evaluating whether alternative products are comparable, available from multiple sources, and capable of meeting its needs. The Director of Purchasing holds sole authority to determine comparability and decide whether to designate the commodity as sole source or sole brand. All submitting vendors will be notified of the Director's decision through the electronic bidding system.
This RFI is not a request for pricing or a purchase commitment.
Opportunity text
Notice of Intent to Designate Sole Source/Sole Brand: This Request for Information (RFI) (Notice of Intent to Designate a Sole Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County's needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County's needs: • The Pressure Transducers, manufactured by In-Situ Inc. and its components are used to monitor the groundwater levels, surface water levels in lakes and canals that makeup the water control districts and surface water recharge systems. In-Situ pressure transducers provide data information through Water and Wastewater Services (WWS) Supervisory Control and Data Acquisition (SCADA) hardware and software currently in use for monitoring these water levels. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County's requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County's needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
