About this opportunity
The County is issuing a Request for Information on Fortinet-branded hardware, support, subscriptions, and services with responses due July 1, 2026 to determine whether sole-source designation is justified or whether qualified alternate vendors or comparable products can meet the County's cybersecurity requirements.
This is a Notice of Intent to Designate Sole Brand under Florida state law. The County proposes that Fortinet, Inc. is the only vendor capable of meeting its needs, centered on centralized network administration, Zero-Trust framework enforcement with least-privilege access controls, and management of customized rule sets (over 2,000) governing inbound and outbound traffic segmentation.
Prospective vendors are invited to demonstrate that they can meet or exceed the County's requirements, or to submit written documentation and evidence that alternate commodities or services are comparable and available from multiple suppliers. Vendors may upload supporting information through the electronic bidding system to establish whether their offering is functionally equivalent, available from multiple sources, and satisfies the County's needs. The Director of Purchasing retains sole authority to determine comparability and will notify all respondents of the decision whether to proceed with sole-source designation. This RFI is posted until the closing date and does not constitute a request for pricing or a purchase commitment.
Opportunity text
This Request for Information (RFI) Notice of Intent to Designate Sole Brand is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County's needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available from only a sole source and is the only commodity/services that meet the County's needs: Sole Brand Designation: Fortinet, Inc. The objective of this RFI is to identify qualified vendors capable of delivering Fortinet products, services, maintenance, and support to ensure the County's cybersecurity posture remains robust, efficient, and aligned with industry best practices. Fortinet provides centralized administration to monitor and segment the network, enforces a "Zero-Trust" framework with least-privilege access, and manages over 2,000 customized rule sets to control verified inbound and outbound traffic. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County's requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County's needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (through the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
