About this opportunity
Gwinnett County Financial Services - Purchasing Division is requesting information on the Airport Northside Redevelopment Project at Gwinnett County Airport (LZU) under RFI001-22, with responses due April 22, 2022. This is a redevelopment solicitation seeking the highest and best use of airport property currently occupied by an FBO operation, hangars, and aviation facilities, with no incumbent protection required.
The RFI encompasses two parcels. Parcel A (approximately 7.2 acres with 99 T-hangar units and 2 box hangars) will be available no later than February 14, 2023; Parcel B (approximately 0.8 acres with flight school and office space) will be available no later than August 1, 2025. The primary FBO leasehold will be available January 1, 2023. Gwinnett County owns all land under lease agreements per FAA requirements and does not require accommodation of existing tenants if displacement results in superior development outcomes. The County is open to demolishing existing buildings if justified by proposed use and does not currently intend to operate an FBO facility itself, though it is open to partnering with a selected development partner if FAA grant funds become available for public terminal construction. Ground rent will be negotiated rather than set by a standard schedule. All real and personal property is subject to Georgia ad valorem taxation unless exempted by state law.
Respondents must acknowledge receipt of historical operational and fuel flowage data for 2017–2021 (Exhibit 5), including aircraft operations data and monthly fuel consumption by tenant operators. Responses must be submitted in person or by mail (not email) by 2:50 p.m. on April 22, 2022 to Gwinnett County Financial Services - Purchasing Division, 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046, with one original, six copies, and one thumb drive. Failure to execute and return Addenda 1 and 3 may result in the response being deemed non-responsive. Award information inquiries should be directed to buyer Lindsey Gravitt at 770-822-7833.
