About this opportunity
The County of Los Angeles Department of Children and Family Services (DCFS) has issued a Request for Information (RFI) to identify qualified service providers for a peer mentor program targeting foster youth. This procurement seeks organizations with a minimum of two years of demonstrated experience connecting DCFS youth ages 10 to 17 with adult mentors who possess lived experience within the child welfare system. The core services involve mentoring activities designed to help youth discuss their lives and opportunities, strengthen family and social connections, and differentiate between short-term stability and long-term permanency outcomes. Interested organizations must submit their RFI responses by 12:00 p.m. Pacific Daylight Time on June 11, 2026, with the posting date of May 19, 2026, providing approximately three weeks for preparation and submission. This RFI is issued for planning and market assessment purposes and does not constitute a commitment by the County to award any contract. Depending on the information gathered, the County reserves the right to negotiate contracts with qualified organizations, issue a formal solicitation, or decline to take further action.
No specific set-aside designations, disadvantaged enterprise restrictions, or reserved categories for responding organizations have been identified in this RFI. The procurement document does not reference any incumbent vendors or current contractors, nor does it specify particular technology infrastructure or systems that would require integration. Similarly, no budget ranges, award values, or funding amounts have been disclosed at this planning stage, as the County is conducting an exploratory market assessment to inform future procurement decisions. Organizations interested in participating should note that this RFI serves as an initial information-gathering mechanism and that formal contracting terms, conditions, and financial commitments will be determined only if the County proceeds with subsequent procurement actions.
Opportunity text
The County of Los Angeles (County), through its Department of Children and Family Services (DCFS), is issuing this Request for Information (RFI) to gain familiarity with the current array of service providers, and gather general information related to the experience and cost to support DCFS youth by connecting them with mentors who have had similar experiences. Organizations with two (2) year experience in connecting DCFS youth between the ages of 10 to 17 years old, with adult mentors with lived experience who help the youth to discuss their lives and opportunities, strengthen family and other social connections, and differentiate between short-term stability and long-term permanency, are encouraged to submit an RFI Response. The release of this RFI is for planning purposes and does not commit the County to contract for any services. Pending the results, the County reserves the right to collaborate with qualified organizations, either to negotiate contracts, release a solicitation, or to take no further action. Interested organizations are highly encouraged to submit a Response, as specified below by 12:00 p.m. Pacific Daylight Time (PDT) on June 11, 2026.
