About this opportunity
The Maryland State Board of Elections (SBE) has issued a Request for Information (RFI) for a Ballot Duplication solution to be used in statewide elections, seeking innovative technologies to replace the current manual ballot duplication process. The procurement focuses on developing an automated system capable of efficiently and accurately replicating voter selections from 8" x 11" web-delivered ballots onto 17" certified ballot paper, with mandatory compatibility with ES & S DS200 and DS850 scanners. Specific requirements include the ability to electronically replicate voter selections, produce scannable ballots, and integrate with the existing in-house online ballot delivery system. The RFI requests comprehensive submissions detailing solution design, implementation strategies, technical capabilities, hardware specifications, and security features. Vendors are expected to provide detailed responses by May 7, 2025, at 2:00 pm, with potential follow-up presentations or demonstrations of their technologies. Key evaluation criteria will encompass efficiency, accuracy, security controls, auditing capabilities, technological advancement potential, training resources, and implementation timeline.
While the RFI does not explicitly specify set-aside designations or vendor restrictions, it appears open to a wide range of technology providers capable of meeting the specified technical requirements. The current infrastructure involves an in-house developed online ballot delivery system that allows electronic ballot marking without QR code generation, which the new solution must complement. SBE is currently performing ballot duplication manually at local board of election (LBE) locations, suggesting significant potential for technological improvement and cost savings. Although no specific budget range is provided in the available documentation, the procurement represents a strategic investment in election technology modernization. The RFI is non-binding and appears designed to gather market intelligence and explore potential solutions for a future formal solicitation, indicating SBE's commitment to finding an advanced, secure ballot duplication method that maintains election integrity while improving operational efficiency.

*Note this is a Request for Information (RFI) Not an Official Solicitation* The Maryland State Board of Elections (SBE) requests information about Ballot Duplication solutions to use in statewide elections. SBE currently provides web delivery ballots upon request, utilizing an online ballot delivery system developed in-house. This system provides all documents required for mail-in voting in an 8 ½" x 11" format. The voter has the ability to mark the ballot electronically, which, upon printing, fills in the selections for the voter. There is no QR code generated. During canvass, the ballot is duplicated on certified 17" ballot paper at each of the LBEs. As part of the planning phase, we would like to learn about available or planned solutions that provide the following elements critical to a successful Ballot Duplication operation:
- Efficiently and accurately replicate the voter's selection from an 8 ½ x 11inch piece of paper onto a 17 inch ballot.
- Produce a ballot that is scannable by ES & S DS200 and DS850 scanners.
