About this opportunity

The Solid Waste Authority of Palm Beach County is requesting Letters of Interest from firms capable of executing a comprehensive Demolition, Design, Build, Operate and Maintain (DDBOM) project, with LOIs due November 18, 2026 at 2:00 p.m. EST. The Authority intends to contract with a single prime entity responsible for demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1), design, procurement, construction, start-up, testing, and long-term operation and maintenance of a new mass-burn waste-to-energy facility. This is an EPC-type integrated project delivery structure.

The scope encompasses full-service delivery from deconstruction through multi-decade facility operations. Respondents must demonstrate substantial experience in large-scale mass-burn WTE facilities, large power-generating facilities, or comparable heavy industrial facilities. The Authority is filtering for firms with demonstrated capability across the full project lifecycle—engineering, procurement, construction management, and operational management—rather than single-discipline contractors.

No pre-bid conference or site visit is documented in the available records. The solicitation does not specify estimated contract value, budget, funding sources, incumbent information, or evaluation criteria weightings in the publicly available documentation. Respondent firms are required to register through an external electronic bidding service to access complete solicitation documents.

This procurement targets design-build-operate-maintain capability as the primary selection criterion. The scale and complexity of WTE facility projects substantially narrows the qualified respondent pool to firms with integrated EPC and operations experience in energy-from-waste or similar large industrial infrastructure.

Opportunity text

The Solid Waste Authority of Palm Beach County (Authority) is requesting Letters of Interest (LOI) from respondent firms (Respondents) that can demonstrate their qualifications and capabilities for the demolition of the existing Palm Beach Renewable Energy Facility No. 1 (PBREF 1), as well as for the design, procurement, construction, start-up and testing, and long-term operation and maintenance services for a new mass-burn waste-to-energy (WTE) facility. It is the intent of the Authority to contract with a single prime contracting entity that is capable of performing all necessary services for this Demolition, Design, Build, Operate and Maintain (DDBOM) Project. The Authority is seeking a full EPC-type structure for this integrated project delivery. Experience in large-scale projects with mass-burn WTE facilities, large power generating facilities, and/or other large heavy industrial facilities will be essential to the qualifications for the DDBOM teams
